Cartels

Globalization has created world-wide markets for many products and services. It also presents certain challenges to competition authorities. As markets are increasingly global, competition authorities are faced with cartel activity that is, likewise, increasingly cross-border.

At the heart of antitrust enforcement is the battle against hardcore cartels directed at pricefixing, bid rigging, market sharing and market allocations.

Therefore, ICN members at the ICN's Third Annual Conference in Seoul resolved to set up a Cartel Working Group. The mandate of the Cartel Working Group is to address the challenges of anti-cartel enforcement, both domestically and internationally, across the entirerange of ICN members and amongst agencies with differing levels of experience.

The Cartel Working Group organises the ICN Cartel Workshops, a continuation of the successful series of agency-led International Cartel Conferences that began in 1999, providing a venue for agencies’ leading anti-cartel enforcers to share experiences and best practices.
